  1. Is a freelance document enough to run a services app?

That depends on what the app actually does, the scope of the document and any sector licences. A freelance document may cover a suitable online activity, but on its own it does not allow you to recruit workers or carry on every kind of activity.

  2. Does every app need a licence from the Communications, Space and Technology Commission?

Not necessarily; it depends on the service. Licences exist for specific activities, and having an app does not make you subject to all of them. Registering as a technology establishment is a separate service, currently described as optional, and it does not replace any sector licence you are required to hold.

  3. Do I need to set up an operating company to accept electronic payments?

There is no single formula for every app. Choose the structure that fits the activity and contract with a bank or a licensed payment provider on its terms. A suitable freelance document gives access to certain financial features and payment tools, within its rules.

  4. What core documents does a service-marketplace app need?

Terms of use, contracts with service providers, a privacy policy, and payment, cancellation and complaints terms, shaped to how the app operates. Together they must make clear who the contracting parties are, the prices, each side's obligations, the data handled and the licences the activity requires.

  5. Does describing an app as a mere intermediary shield it from liability?

No. It still carries its own obligations on contracting, advertising and data. The extent of its liability turns on its actual role, its undertakings, and how payment and the service are handled, not on the wording of its terms.

  6. Are a valid residence permit and a matching profession enough to sign a worker up to a maintenance app?

No. The arrangement under which he works, whether for others or on his own account, must comply with the labour and residency rules. A valid iqama and a matching profession do not, by themselves, allow him to be engaged outside the lawful route.

  7. Can a privacy policy or the worker's consent cure a licensing or employment breach?

No. A privacy policy governs how data is processed; it grants neither an activity licence nor a work permit. The parties' consent does not exempt anyone from the mandatory requirements on the activity and on engaging workers.
