The Law Office of Salem Khalaf Al Shammari — Advocacy & Notarization. A lawyer, legal consultant and notary in Saudi Arabia, licence no. 46813, working across Riyadh and Al-Jouf.

The office provides legal representation, legal consultancy and notarization: documents read carefully, options and procedures explained plainly, and deadlines tracked and notified in good time.

How the office works

The way this office works is not a marketing line. It is four rules applied to every file:

  1. Read the file before giving any opinion. No opinion is built on a verbal account alone. The documents come first, and what they establish is kept separate from what a party asserts.
  2. Set out the options and what each one costs, plainly. Some files are resolved by a letter or a settlement that costs far less than litigation. That gets said, even when it earns the office less.
  3. Give a written opinion, not a passing verbal one. A written opinion can be re-read, relied on, and held against the person who wrote it.
  4. Track deadlines and tell the client about them in time. A deadline does not care how right you are. It cares about a date.

Title and licences

Professional title: lawyer, legal consultant and notary. Three licences are held, each issued by the Ministry of Justice for its own work: the licence to practise law, no. 46813; the licence to practise notarization, no. 46/98814; and the ma’dhoun licence for marriage contracts, no. 12058.

The number shown in the site header and footer is the law-practice licence alone, and it is not presented as a notary licence number. Images of all three licences are on the Credentials page.

Notarial work is offered only within the licensed and established scope, and nothing outside that scope is advertised as available.

Where we work

Riyadh and Al-Jouf. Anything outside them is assessed according to the type of file and the procedure required, and that is explained plainly before any agreement.

What this office does not do

  • It promises no judicial, enforcement or financial outcome, and publishes no success rates.
  • It does not publish client names or the facts of their matters; removing a name is not enough to make publication acceptable.
  • It does not compare itself with other firms or claim to be the best.
  • It does not give detailed opinions on a pending case to anyone who is not a party to it.
  • It does not use pressure or manufactured urgency to win instructions.

About the published content

The articles on this site are general educational material. They are written from the Saudi laws under their official names, and no article number or period is quoted unless it has been checked against the official source. Where that check has not been made, the rule is described by what it does rather than by a number.

Convictions we work by

  1. 01

    No promises of outcomes

The only promise we make: a complete file, ordered evidence, and deadlines kept. Anyone who promises you a judgment before reading your file has promised what he does not own.

  2. 02

Fees and scope in writing, before we start

You know what you pay and what you receive before the first step. No surprises midway.

  3. 03

    Confidentiality

A client’s data and documents do not leave the scope of work. What is said in the office stays in the office.

  4. 04

    Statutory deadlines come first

Priority follows the risk of delay, not the order of arrival. An appeal period waits for no one, and we do not wait for it.

  5. 05

Technology in service of the file

Cloud archiving, digital tracking of dates, and stage reports. The client knows where his file stands without having to ask.

A client who understands his file makes a better decision. That is why we explain before we ask for the power of attorney.

The next step

A contract, a claim, or a dispute that needs a decision?

Send a short description of the matter and the documents that matter, and we will settle the type of service and the right route with you before anything begins. Sending a request does not mean an engagement has been accepted or that work has started.
